The ports and railways get the cameras; the relationships keep them running. On 8 January 2026, China and the African Union launched the 2026 China-Africa Year of People-to-People Exchanges at AU headquarters in Addis Ababa, with Foreign Minister Wang Yi reading a congratulatory letter from President Xi Jinping before more than 200 officials. The launch frames people-to-people ties as the layer beneath the hardware.

Symbolism heavy, specifics light

The companion AU-China Strategic Dialogue the day before stayed at the macro level – aligning China's five-year plan with Africa's Agenda 2063 – and named no fresh scholarship, training or youth figures [TK]. The substance sits in the FOCAC follow-up record, which lists a 2025 plan to train about 20,000 people across more than 100 professions, journalists drawn from 49 African countries, and dozens of flagship cultural events held across the continent. The Year supplies the frame; the numbers live elsewhere.

That split is the story. A launch ceremony attended by Wang Yi, the AU Commission chair and Ethiopia's president signals priority, but priority is not provision – and the silence on new scholarship and training figures in the dialogue itself is a gap, not a detail. The arm's-length point is that this layer is real and load-bearing even when under-quantified: students, journalists, scientists and trainees are what convert one-off projects into a durable relationship, and what either side can withdraw if the politics sour. The continental test is whether 2026 produces traceable exchange numbers, or whether the people-to-people layer stays the part everyone praises and no one counts.

A ceremony sets the tone, but exchange is measured in people moved, not speeches made.

For Africa the stake is leverage as much as goodwill. Soft ties are the slow infrastructure under the hard projects – the goodwill, language and trained hands that let a railway keep operating or a contract get renewed. Counted and reciprocal, they build a partnership; left vague, they remain the easiest thing to promise at a launch and the hardest to hold a partner to later.
